Important update to COVID Management Plans 6 October 2020:

Due to the ongoing COVID-19 situation in Victoria and the risk to South Australia, assessment and approval of certain activities and venues that require a COVID Management Plan continue to be temporarily paused while the risks can be assessed.

Applications on hold include some higher risk activities involving the consumption of alcohol and dancing in a licensed premises, or, the consumption of alcohol, playing loud amplified music and dancing in a licensed premises. This decision will impact nightclubs, function centres that wish to hold functions with over 150 people, and some events that have already submitted plans for approval.

The situation will be monitored carefully and applicants will be updated when these circumstances change.

A COVID Management Plan is a unique and comprehensive plan that must be specific to your venue or activity.

The plan sets out how a high-risk activity will be managed to reduce the risk of transmission of COVID-19 between patrons or attendees and staff.

Who needs a COVID Management Plan

High-risk public activities that require a COVID Management Plan include:

  • gatherings and activities of more than 1,000 people
  • licenced premises under the Liquor Licencing Act 1997 where both dancing and the consumption of liquor occurs
  • the operation of a nightclub, where the principle purpose of the premise is for the consumption of liquor, the playing of loud, amplified music and dancing.

COVID Management Plans must be approved by SA Health before you can conduct the above activities.

In some cases, your events/business/activity may require both a COVID Management Plan and a COVID-Safe Plan for each vendor.

Creating your COVID Management Plan

  • Confirm your activity requires a COVID Management Plan.
  • Download the COVID Management Plan Template (DOCX, 591.0 KB)
  • Review the Guidance and FAQs documents.
  • Seek additional advice to complete the plan if required. Industry-specific advice is available at: www.safeworkaustralia.gov.au
  • When your COVID Management Plan is complete, email the final copy and any supporting documentation to: Health.COVIDManagementPlan@sa.gov.au
  • You will be notified in writing by SA Health on the outcome of the assessment if your plan has been approved, denied or where you may have received conditional approval subject to some changes.
  • Once your plan is approved, it is your responsibility to implement the control measures in accordance with your plan.

Private functions with 150 attendees or less

From Saturday 3 October 2020, private functions can occur at relevant licensed premises without a COVID Management Plan under specific conditions.

There can be a maximum of the same 150 attendees for the duration of the event, they must be invitation only, they must occur in a separate and designated area (indoor or outdoor) with separate bathroom facilities (where available) and no public access. Attendees at a private function are permitted to consume food and beverages (including alcohol) while standing and to dance at the function.

Other conditions for a private function include:

  • the patrons attending as invitees to the private function use their best endeavours to remain segregated from other general patrons of the premises
  • the person holding the private function must keep contact tracing records.
  • a COVID Marshal is required.
